Start a new canvas, pick the size you want and click the background contents option and set it to transparent. Im using a canvas size of 400px W and 100px H. Start by filling the background with black. Now you need to pick a font that suits a grungy look, im going to use Ebola. If you want to use it, it can be found bu using google.

When the font is chosen, pick a size and color suitable for editing. Im using 72pt and a maroon. Then type what you want the text to say, Ill use my name anGirie. It should look something like this:

Now its time to use filters to stylize the text. Merge the text and the background together, make copies in case of a mishap. To merge, select the two layers by holding Ctrl and left-click the layers. Right-click one of the highlighted layers and select merge layers.

Now, it still looks the same, but it will allow the filter about to be used to work. Now click filter on the menu and click stylize and then wind.

Click OK to apply the filter. Repeat this step 3 more times by rotating the canvase 90 degrees each time. The image should look similar to the following.

Now, its time to remove the black from the image. Now select select on the menu then click Color Range.
Example:

At this point select the black on the image with the eyedropper tool and click OK. All the black in the image now should be selected, now simply hit the delete key. The image should look similar to the following.

Now comes the final steps. Right-click the current layer in the layers window and select blending options. Now check the drop shadow and bevel & emboss boxes.

Now you should be finished. The result should look similar to the following image. When you're done, save it as a .png to preserve the transparency.

When saved it will look like this.
